JOIN THE TEAM | Data analyst and GHG emissions modeller

Context - The MobiliseYourCity Partnership:

Launched at COP21 in Paris, the MobiliseYourCity Partnership is a leading global Partnership for sustainable urban mobility of more than 100 partners, including almost 80 city members and 16 country members.  

Thanks to the contributions of the European Union (EU), the Agence Française de Développement (AFD), the French Ministry of Ecological Transition (MTE), the German Federal Ministry for Economic Cooperation and Development (BMZ), the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV), and the French Facility for Global Environment (FFEM), as of December 2024, our Implementing Partners have raised 54.7 million euros in grants to support 32 SUMPs and 9 NUMPs countries with technical assistance and project preparation. 

The Partnership is implemented by AFD, GIZ, ADEME, Cerema, CODATU, EBRD, KFW, and Wuppertal Institute. Our Implementing Partners are working with cities and countries worldwide to develop scalable solutions to improve mobility in complex environments. 

We are a Partnership dedicated to enabling transformative change in urban mobility. By leveraging the unique core competencies of a wide range of organisations, we act as a knowledge hub and collaborate to generate solutions that exceed what we could do alone, helping make lasting positive change possible.  

The Partnership mainly supports its city and country members by assisting in the preparation of Sustainable Urban Mobility Plans (SUMPs), National Urban Mobility Policies and Investment Programs (NUMPs), building capacities and engaging regional Communities of Practice through trainings, online platforms, peer-to-peer exchanges, and events. 

The MobiliseYourCity Secretariat consists of an international team of 5 people, 4 of whom are CODATU staff financed by AFD and the EU and 1 GIZ staff person financed by BMZ. The advertised position will be part of the CODATU staff for the MobiliseYourCity Secretariat financed by ADEME.  

 

The Project – Knowledge production on paratransit decarbonisation

The Data Analyst and GHG emissions modeller will support the technical dimension of the project entitled "Strengthening the ecological transition dimension of paratransit* services in MobiliseYourCity city and country members” funded by ADEME and implemented by CODATU. The Data Analyst and GHG emissions modeller will support the project manager in achieving the project's objectives.  

The project’s main activities are:  

  • Develop methodological guidelines for modelling and calculating GHG emissions from paratransit services across the Global South.  

  • Conduct capacity development activities on paratransit GHG emissions modelling and identify effective strategies to decarbonise the sector based on data.  

  • Develop communication products and deliver campaigns highlighting paratransit’s potential to reduce greenhouse gas (GHG) emissions.

The main tasks of the Data analyst and GHG emissions modeller are:  

  • Model greenhouse gas (GHG) emissions of the paratransit sector in selected Global South cities, based on secondary data, including the emissions reduction potential of paratransit reforms, whether ongoing or proposed in the analysed cities. 

  • Collect operational data on paratransit services in Global South cities from secondary sources, in coordination and close collaboration with MobiliseYourCity Implementing Partners and Knowledge and Network partners, for use in GHG emissions modelling. 

  • Coordinate the development of knowledge products, methodologies, and technical tools to model GHG emissions for informal transport in the Global South, and to identify mitigation actions as part of paratransit reform initiatives. 

  • Organise and support the delivery of capacity-building activities, including in-person training workshops, online courses, webinars, and peer-to-peer learning, targeted at urban mobility practitioners in Latin America and the Caribbean, Asia, and Africa, with an emphasis on paratransit decarbonisation and GHG emissions modelling.   

  • Support dissemination activities to inform both internal and external stakeholders about the project findings and results, in coordination with the project manager. This includes providing input for organising in-person meetings, preparing for participation in international events, developing communication materials, and elaborating reports. 

  • Occasionally, and if needed, support the overall activities of the MobiliseYourCity Secretariat, including the organisation of events, outreach and communications, and reporting. 

Qualification and Skills

  • A university degree in transport, economics, engineering, environmental science, or a related field. 

  • Proficiency in either English or French is required; knowledge of the other is an asset. 

  • Proven experience in GHG emissions modelling and MRV (Monitoring, Reporting, and Verification) systems, preferably in the transport sector. 

  • Understanding of urban mobility challenges, particularly in the Global South, is considered an asset. 

  • Strong analytical skills, particularly in data management and the application of modelling tools. 

  • Excellent interpersonal and teamwork skills, with the ability to work in multicultural and interdisciplinary environments. 

  • Well-developed organisational skills, with a proactive, autonomous, and reliable approach to work. 

  • Ability to effectively use information and data to support decision-making and project delivery. 

  • Proficiency in standard office software (especially Word, PowerPoint, and Excel), with openness to learning and using AI-based tools.

Starting date: 12 May 2025
Duration: 12 months with a possibility of extension
• Deadline for applications: 20th April 2025
Salary: 36,000€-40,000€ (Junior/Intermediate level) gross annual salary, depending on experience. The annual salary includes a 13th-month payment as well as supplementary allowances.
