Assessing the implementation and sustained operation of High Volume Transport Systems in India and Sub-Saharan Africa
The aim of this study, conducted by the Institute for transportation and development policy (ITDP), is to understand the capacity constraints that hinder a sustainable and accessible transportation system in three states in India and four countries in sub-Saharan Africa.
Using the concept of implementing High Volume Transport (HVT) rather than sustainable mobility, the authors define HVT as ‘policies, infrastructure, and services that improve access to destinations in a way that enhances safety, addresses inequity, minimises environmental impact, and uses resources efficiently’.
HVT offers a different approach than other existing sustainable urban mobility concepts, as it lays the focus on the accessibility dimension of urban transportation, emphasizing the importance of social equity and road safety.
The study is based on stakeholder interviews and highlights common issues in both regions, including a lack of understanding, funding and technical capacity to implement High Volume Transportation (HVT) as well as regional differences in capacity constraints.
